Domicile Determination Policy

Section 23.1 – 506, Chapter 5 of the Code of Virginia provides that the governing board of the Virginia Community College System shall charge in-state tuition to any person enrolled in one of the System’s institutions who lives within a 30-mile radius of a Virginia institution, is domiciled in, and is entitled to in-state tuition charges in the institutions of higher learning in any state which is contiguous to Virginia and which has similar reciprocal provisions for persons domiciled in Virginia.

This tuition rate is only available to students who live in Tennessee and within a 30-mile radius of a Virginia institution of higher education, or students who live in West Virginia in the counties of Greenbrier, McDowell, Mercer, Monroe, or Summers.

The 30-mile radius is calculated on a straight-line measurement determination. (effective starting for the summer 2019 term). In order to apply for this tuition rate, you must complete the In-State Tuition 30-Mile-Radius-Application form and submit it to the Admissions office.

The form is only valid for one academic year (summer, fall, and spring terms) and must be resubmitted to Admissions for each subsequent academic year that the tuition rate is sought.
